The french painter was born in Paris, Paul Emile Lecomte's uncle learned painting in the studio of the painter Emile Lambinet. He exhibited regularly at the Salon in Paris from 1880 to 1912, where his work was rewarded several times: an honorable mention in 1882, a third class medal in 1888 and a second class medal in 1895. He also presented his works at the Universal Exhibitions from 1889 and 1900 in Paris, where he successively received an honorable mention and a silver medal. He stayed regularly in Provence, Brittany and Normandy. His paintings and watercolors are part of several Museums collection. The most successfull views that collectors look for are generally the Harbors view from l’îles d’Yeu.

He was appointed official painter of the Navy in 1921.

He died in Paris on September 19, 1950 and was buried in the same city in the Montrouge cemetery on September 22, 1950.
